Phedra has a diverse background in teaching, customer service, employee benefits, and grants administration. She most recently administered the Community Development Block Grant program for the City of Bremerton. Passionate about Community Land Trusts and housing, Phedra works with HRB’s rental and homeowner residents, writes grants, and oversees HRB Programs.
Victoria Beckett, Accountant

Victoria comes to us with a background in non-profit accounting and a desire to work for an organization that does meaningful work. She has lived on the Kitsap Peninsula since 2002 and just recently moved to Suquamish with her daughter. Working for the Housing Resources Bainbridge team is a dream come true for Victoria.
Marta Holt, Property Manager, CLT Home Ownership Administrator

Marta has worked as a low income housing property manager, homeless housing programs analyst, and homeless and housing advocate since 2010. She has a background in long range urban planning and holds a Masters in Public Administration. She is also a Real Estate Broker with Windermere West Sound in Kingston. “I believe that the most healthy and sustainable communities include ensuring integrity for all people in an economically and culturally diverse mix”.
Marta lives with her husband Phil in Poulsbo.
Penny Lamping, Fundraising & Communications Manager

Penny was born and raised on Bainbridge Island, raised her family here, and has worked for a leading architectural firm for 16 years, working on commercial, residential, and mixed use projects. Penny served as a board member for HRB for 11 years and has an intimate knowledge of the organization and the community. She now works in Fundraising and Communications with the goal of keeping Bainbridge Island the vibrant, diverse community it has always been.
Julie Stone, Independent Living Coordinator

Julie moved here from Vermont, where she was active in kitchen/bath sales and design for six years. A graduate of the University of Vermont, Julie combines community resources and her work experience to help keep folks in their homes. She enjoys her home on Bainbridge Island.
Jeanette Hill, Facilities Manager

Jeanette runs the day-to-day operations of HRB’s maintenance department and oversees the preventative maintenance program. She has over twenty years of experience in building maintenance including nine years with a large, top-rated housing authority. She is committed to maintaining HRB’s inventory of apartments in a manner that assures their existence for generations to come.
Ruben Herrera, Maintenance Technician
Ruben is committed to customer service and helping build community through his work in maintaining HRB properties. He spent 7 years as Building Maintenance Supervisor in Clovis Ca. He then started residential maintenance in 2005 with the largest property management company in the Central Valley, where he was nominated Maintenance Technician of the Year. He continued his residential maintenance career after moving to Washington in 2009 and now serves as the Lead Maintenance Tech. for HRB. Ruben hopes to continue his positive impact on Bainbridge Island for many years to come.
Frank Crowe, Head Groundskeeper
Frank will often assist maintenance with unit repairs and turnovers. Frank worked 6 years for a therapeutic riding center in their maintenance department as well as working in landscaping and construction. His goal is to make a positive impact in the community.
