Phedra Elliott
Originally from Texas, Phedra moved to the Northwest in 2002. She and her husband arrived just in time to buy an affordable home before housing prices began to rise. She believes that communities should have a wide variety of housing options and that being able to live where you work should not be a matter of luck. With a background in teaching, human resources, and grant administration, Phedra joined HRB in 2010 because she believed that the community land trust model of permanent affordability was a sustainable and effective approach to addressing the local housing crisis. Prior to becoming executive director in 2017, she helped 40 households qualify and purchase their homes in HRB’s first community land trust neighborhood, Ferncliff Village. Phedra works with a range of community partners to reach, educate, and engage the public because she appreciates that progress demands informed and passionate community participation.

Sophia Blamey
Fund Development Director
Sophia Blamey
Sophia was born and raised in Bremerton, WA, and spent a decade studying and working in Bellingham, WA, and Phoenix, AZ. She has returned to Kitsap County with a B.A. in political science, an M.S. in organizational leadership, and years of experience in political campaigns, governance, and community building. Sophia believes that all people should be able to thrive in their communities, and that begins with stable and affordable housing. She brings to HRB a love for the beauty of the Puget Sound and a dedication to rich community relationships. Outside of work you can find Sophia reading with her beloved cat, Agnes, or exploring all the PNW has to offer with her partner, Jesse.

Tamar Kupiec

Tamar Kupiec
Tamar Kupiec comes to HRB from IslandWood where she managed the volunteer program. She has an M.F.A. in nonfiction writing, taught creative writing in New York City public high schools, and worked for many years as a freelance writer and editor, most recently at Forterra. Tamar moved to Bainbridge in 2016 from the East Coast, where she lived in various Massachusetts cities and towns and in Brooklyn, NY, and was immediately taken by the island’s natural beauty and engaged community. She believes that through thoughtful, equitable, and innovative housing development, we can create a more economically diverse and interconnected community. She finds great satisfaction in sharing the stories of challenge and opportunity, generosity and commitment that define HRB and involving others in its work.

Sherri Raines

Sherri Raines
Sherri Raines has lived in Kitsap nearly her whole life and loves it here. She has five years of experience as a real estate broker and seven in the title and escrow industry and obtained her license as a limited practice officer. With this background, she has a deeply personal understanding of the process; real estate is complicated and not something that the average person goes through frequently. Sherri strives to provide an elevated level of care and meet people where they are. She is excited to be a part of HRB making a difference in people’s lives and working toward equitable community growth. In her free time Sherri enjoys hiking with her husband and their dog, running, yoga, kayaking, and spending time with family and friends.

Jessica Campbell

Jessica Campbell
Jessica moved to Kitsap County in 2007 to be closer to her family. She has worked as an intake specialist, behavioral health ombudsman, case manager, and foreclosure mediation program manager since 2010. She has a passion for service and volunteers as a mediator and a park steward. “I am proud to live in a community that is diverse and supportive of those in need and am thrilled to be part of the HRB team!”

AJ Channell-Johnson

AJ Channell-Johnson
AJ spent their childhood living part-time in Kitsap County, WA, and part-time in Marin County, CA. After settling in the Bay Area for a decade as a young adult, they ultimately returned to the Pacific Northwest in 2012. As a former HRB tenant, the opportunity to serve the Island community, support other HRB tenants, and give back to an organization that helped them so much truly feels like coming home. AJ brings to this role a background in both education and nonprofit work centered around social justice and experience as a four-term AmeriCorps alum. They believe that safe, affordable, accessible housing is not only a basic human right but also a critical foundation that empowers individuals, families, and neighborhoods to flourish. They want to advance permanently affordable housing as an indispensable tool of racial, gender, and economic equity as we together “build the beloved community.” On the weekends, you can find AJ enjoying the great outdoors (especially if there’s a beach involved!), playing board games or crafting with their chosen family, volunteering for a good cause, or at a travel tournament for one of the dog sports they play with their Lagotto Romagnolo service dog.

Misty Eberspecher

Misty Eberspecher
Misty moved to the Kitsap Peninsula in 2008 and currently resides in Poulsbo. She volunteered for many years on Bainbridge Island with the local MOPS (Mothers of Preschoolers) group and with various island schools. After spending many years raising her three children, Misty found her passion in helping others thrive. She began working with adults with developmental disabilities while she obtained her bachelor’s in social work. Misty brings to HRB knowledge of case management surrounding the safety and overall needs of seniors and people with developmental disabilities. She is a Certified Aging in Place Specialist (CAPS) and a Dementia Friends Champion. She has a strong passion for serving her community and connecting people to helpful resources. Misty enjoys spending time with her family, quilting, kayaking, and hiking any chance she has.

Maggie Rich
Public Policy Director
Maggie Rich
A lifelong Bremertonian, Maggie brings a diverse background to HRB. After spending several years as a community health educator, they took root in community organizing and policy advocacy. Most recently they managed external affairs for IslandWood, helping to secure innovative environmental science funding across Washington state. They care deeply about housing affordability and are most excited by innovative and pragmatic policy solutions. Maggie serves on Bremerton’s Planning Commission, is a board member of Q Youth Resources, and is also a local hospice volunteer. You can find them spending lots of time in their garden, cooking up a storm, and traveling with their spouse.

Michael Achey
Michael was born in Allentown, PA, and has moved around the Northeast. He and his wife ventured to Washington first on their honeymoon in 2015 and permanently in 2019. They welcomed their first daughter into the world in July 2020. Michael has a bachelor’s in business management and a master’s in business administration. His passion for community involvement started in college and has become a large part of his life. “Housing is a right, not a privilege. It is our responsibility as human beings to ensure that every person, regardless of economic station, has the opportunity to exercise this right.”

Kaylee Baker

Kaylee Baker
Born and raised in the Pacific Northwest, Kaylee has been a resident of Kitsap County since 2004. Her upbringing and experience have instilled in her a strong belief in the importance of affordable and safe housing. She sees it as a vital element for creating a diverse, inclusive, and creative community and believes it directly impacts the wellbeing of individuals. Kaylee’s career has spanned customer service, business management, and human resources, all of which allowed her to connect with and support the incredible people in her community. She previously worked at Olympic College in Bremerton, where she engaged with students, staff, and external partners to create a supportive, thriving environment. Her passion and commitment to serving others led her to join HRB in 2024. Having relied on community programs during challenging times, Kaylee is deeply grateful for the support and kindness she received and is dedicated to giving back to the community that helped her so generously.
